中国市容环境健康事业，作为中国城市建设和城市管理工作的重要组成部分，同时承担着中国城市社会物质文明与精神文明建设的双重任务，尤其是作为伟大祖国首都的北京市容环境健康事业的发展好坏，对国内外社会影响重大。长期以来，环境卫生行业的运行主要靠市政府财政拨款，维持一种给多少钱办多少事的状态，内部机制上缺乏“以业养业”的活力。环境卫生行业要适应社会主义市场经济体制的需要，就必须对传统体制进行深层次改革。
