关于基层自然资源执法监察工作的探究

摘要

在中国城镇化进度中；土地资源浪费社会问题越来越凸显；国土资源破坏现象越来越强烈；这不但会对国家的经济社会建设造成重大障碍；而且还会给国家经济造成很大的投资损失和环保损害；不利于国家可持续发展目标的实现。但随着时代的发展与变化；征地占用等违法行为已层出不穷；且基层政府执法与监督力量的不足；往往人力不足。这种情况对于基层的自然资源执法监察工作提出了更高的要求。如何提高监察效率；保证监察质量是管理的难点所在；文章就此进行了一些探究和分析。

Abstract

In the progress of urbanization in China; the social problem of wasting land resources is becom- ing more and more prominent; it will not only cause significant obstacles to the economic and social construction of the country; but also cause great investment loss and environmental damage to the national economy; and harm the realization of the national sustainable development goals. However, with the development and change of The Times, the illegal activities such as land acquisition and occupation emerge, and the grassroots government law enforcement and supervision forces are insufficient; often insufficient manpower. This situation puts forward higher requirements for the law enforcement and supervision of natural resources at the grass-roots level. How to improve the efficiency of supervision; ensuring the quality is difficult management; some research and analysis.
